A surprise credit after an overseas purchase: The tariff refunds now flowing through shippers
NEW YORK (AP) — If you bought something from an overseas vendor last year, it might be time to check your bank account. Shippers including FedEx and UPS that acted as customs brokers for imported packages and received tariff refunds from the U.S. government have started to pass on those refunds to the customers that originally paid the tariffs. The refunds to consumers are the last step in a monthslong process that kicked off in February when the Supreme Court struck down sweeping tariffs implemented by President Donald Trumpin March 2025 under the 1977 International Emergency Economic Powers Act on goods from almost every country. The court ordered the government to return the tariffs it collected. So far, about $100 billion in tariffs have been refunded to companies who paid them under a system set up by U.S. Customs and Border Protection. That doesn't mean Americans will get anywhere close to what they paid in tariffs, since most were paid indirectly. In 2025, the Trump tariffs amounted to an average tax increase of $1,000 per U.S. household, according to the Tax Foundation, a Washington, D.C., group that studies taxes. But some consumers are getting some of what they paid directly back from shippers including UPS, DHL and FedEx. The refunds are being rolled out in phases based on what date they were paid. Shippers have said they'll return the refunds on a rolling basis as they receive them. Tariff refunds from shippers will be directly refunded to credit cards or bank accounts FedEx said it has begun the process of issuing $800 million in tariff refunds it received from the government back to the customers that paid them. Customers don't need to apply to receive their refund, but they can enter tracking numbers for purchased items into a portal on the FedEx website to see whether or not they are due a refund. UPS said in April it had paid $5 billion in tariffs on behalf of clients and would begin the process of applying to the government for refunds. In the first phase, it applied for $500 million in refunds and said customers should get refunds one to three months after it receives reimbursement from the Treasury. DHL similarly said that it has filed claims for almost all eligible shipments where it served as the importer of record and is returning the refunds it has received. "The volume and pace of refunds continue to depend on CBP's processing of claims," DHL said in a statement. Major retailers say they could give back some refunds but mostly will use them to lower prices Story Continues Unlike shippers who collected tariffs directly from customers, most big retailers passed on tariffs in indirect ways, changing their product lineups or partly absorbing higher costs, making a consumer refund unlikely. Amazon executives said last week the company received $600 million in tariff refunds in the second quarter. In a call with investors, Amazon CFO Brian Olsavsky said the company isn't the importer of record on most of the goods it sells and that it has absorbed some tariff costs. But he said the company has "identified a limited set of circumstances where we can trace that we pass specific import charges on to customers." In those circumstances, he added, "we will proactively contact affected customers and automatically issue refunds to them." Otherwise, he said, Amazon will use tariff refunds to lower prices for customers. That echoes what other large retailers have said. In May, Cori Barrie, outgoing CEO of Best Buy, the nation's largest consumer electronics chain, said the retailer is an importer of record of only about 2% to 3% of what it sells and that the company would use any refund it gets to "deliver value back to our customers." And Costco CEO Ron Vachris said the company planned to return "in some form" the tariffs that were passed on to consumers. Global companies across the technology, finance, telecom, cybersecurity, manufacturing, and logistics sectors are among the organisations linked to the exposure JERSEY CITY, N.J., Aug. 12, 2026 /PRNewswire/ -- CloudSek, an AI-native predictive cyber-intelligence company, today announced that it has identified more than 2,500 organisations that may have been potentially affected by a major AI supply chain incident involving LiteLLM in March 2026, with approximately 434,000 automated software-development pipelines linked to the exposure. LiteLLM is an open-source tool widely used by organisations to connect applications with artificial intelligence models.CloudSEK The potentially affected organisations span some of the world's most critical industries, including technology, cybersecurity, banking and financial services, telecommunications, manufacturing, consulting, logistics, and enterprise software. CloudSEK's exposure dataset includes high-confidence matches associated with major global organisations including NVIDIA, Samsung Electronics, Cisco Systems, Siemens, S&P Global, ServiceNow, Deloitte, Vodafone, X Corp, Zscaler, FedEx, Volkswagen, Thales and London Stock Exchange Group, among others. Potentially accessible information included cloud credentials, source-code access, server keys, software-development secrets, AI API keys and other credentials that could give attackers access to critical business systems. For affected organisations, this could mean exposure far beyond a single AI tool. If valid credentials were obtained, attackers could potentially: Access corporate cloud environments Enter internal servers and systems Steal proprietary source code Access or manipulate software-development infrastructure Abuse AI platforms using stolen API credentials Move deeper into corporate networks Use legitimate company credentials to disguise malicious activity Target customers, partners or suppliers through trusted access The incident potentially exposed the digital keys to some of the most sensitive parts of an organisation's technology environment. CloudSEK stresses that appearing in the dataset does not automatically mean that an organisation was successfully breached or that data was stolen, but rather that information associated with the organisation was identified in the exposure and should be investigated urgently. Story Continues Thousands of Organisations Potentially Exposed in Just 40 Minutes The incident occurred in March 2026 after cybercriminal group Team PCP compromised LiteLLM. Malicious versions of LiteLLM were reportedly available through the Python software repository PyPI for only around 40 minutes. Despite the short window, CloudSEK's analysis identified approximately 434,000 CI/CD pipelines, automated systems companies use to build, test and deploy software, potentially connected to the exposure. CI/CD pipelines can automatically download software packages without a developer manually reviewing every component, making it possible for a malicious package to potentially spread across large numbers of corporate systems very quickly. For organisations using the affected versions, the malicious package could have operated inside development environments containing highly sensitive credentials. Analyst: UPS-Teamsters 2028 showdown will unleash parcel industry tsunami
How United Parcel Service negotiates with unionized parcel drivers and loaders when the current contract reaches its end in two years will trigger a tsunami that either wipes UPS from the last-mile delivery market or severely damages its competitors, creating a more competitive landscape that benefits online retailers and consumers, an influential industry analyst predicted last week. UPS (NYSE: UPS) needs to convince the Teamsters union that the current Cadillac-wage structure enshrined in the 2023 contract is unsustainable and the vast majority of parcel delivery jobs will disappear as customers flee to cheaper alternatives, said Satish Jindel, the president of ShipMatrix Inc., at a supply chain conference organized by Ohio-based Jarrett Logistics. As the only unionized private parcel carrier, UPS has a greater challenge than FedEx (NYSE: FDX) in stemming the loss of B2C delivery business to large retailers like Amazon (NASDAQ: AMZN) and Walmart (NASDAQ: WMT), and startup couriers. Teamsters drivers cost about $65 per hour — total compensation when all healthcare and other benefits are included with the $49 hourly rate for senior drivers — compared to FedEx drivers who earn about $35 to $39 per hour on average. UPS's direct hourly wage is roughly 20% to 28% higher at the experienced-driver level, according to a contract comparison by LJM, a parcel spend management firm. Regional carriers that heavily rely on contract fleets or gig workers spend about $15 per hour, or less, on last-mile delivery drivers, experts say. UPS will trigger a massive market reaction in August 2028, whichever way it deals the Teamsters, said Jindel, an outspoken industry observer and former executive at FedEx Ground's predecessor whose company now tracks shipping data and helps businesses optimize carrier partnerships. Labor clash looms as inflection point UPS could end up dominating the market if it takes a hard stand against the powerfulTeamsters, which represents about 330,000 company employees. Conversely, giving in to worker demands and not lowering its cost to serve, would cause the logistics giant's parcel business to wither away, said Jindel, according to notes of his presentation provided by an attendee at the Cleveland event. The carrier "will have to offer much lower pay and require them to allow use of the Roadie platform for residential deliveries, or let them strike," he said. In a November commentary, Jindel urged UPS to adopt a hybrid delivery model in which Roadie handles last-mile delivery of e-commerce shipments from thousands of UPS Stores while Teamster drivers, operating large package vans, provide middle-mile transport from regional sortation hubs to the UPS Store. Story Continues UPS acquired Roadie, which uses crowd-sourced drivers who supply their own vehicles, to handle urgent same-day, grocery and oversize shipments from local retailers that don't move through the traditional automated sorting network. The Teamsters for months have publicly called out UPS for improperly steering shipments to non-union Roadie in violation of its contract. The union alleges Roadie uses UPS labels, tracking and equipment, but provided no concrete evidence Roadie is taking work from Teamster drivers. "If they strike, UPS should be prepared to replace the drivers with non-union workers hired from FedEx independent contractor base and Amazon delivery service providers, which in turn will drastically reduce the workforce for its two main competitors," Jindel argued. And it should lean more heavily on the Roadie network and its gig workers to minimize the strike's impact, he added. "The result will be that UPS can dominate the parcel market like it did in the 1990s."
